The problem with all these solutions you’re proposing is that they require a very high degree of social complexity.
Our space program was an outgrowth of the industrial energy surplus that allows us to spend resources on various prestige projects, like sports competitions with people around the world in the middle of a desert.
When you’re stuck just trying to survive, none of this is an option.
