About 20% of Europeans have air conditioning, the other 80% don’t. If during the heatwave a few days ago, 100% of Europeans had air conditioning, electricity demand would have increased by about 45–55% over the heat-elevated peak that actually occurred. Solar panels can’t solve this for you, because the demand for electricity peaks late in the evening, around sunset. Wind turbines can’t solve it either, because the whole reason we had this heatwave in the first place is because there was no wind to blow the heat away for us.
The problem is slightly worse than naive calculations would suggest, because during a heatwave of a few days the air conditioning systems will keep dumping heat from people’s houses into the city, thus forcing other people’s air conditioning systems to keep working more aggressively to keep out the heat. In European cities, which are relatively densely populated compared to the more stretched out American cities, this is a much bigger problem. You would need about ~225–240 GW of additional electric supply than we actually have.
Part of the problem is that during a heatwave, you actually lose your capacity to generate electricity. Nuclear power plants near rivers have to shut down because the river water gets too hot, the coastal ones may be affected by jellyfish blooms. Hydroelectric dams stop working because the water table drops. Wind in particular drops most, by about 70%, because it’s the lack of wind that allows the heat to locally build up in a particular area in the first place.
So, we just don’t have the electricity that we would need to all have our air conditioning running during a heatwave. So, why do us inferior Europoors have this problem, whereas the glorious Americans don’t have it? Well, that’s an easy one. In the United States, 60% of electricity is generated by using fossil fuels. In Europe, we generate 29% of our electricity using fossil fuels.
In Europe our situation is more difficult, because we’re playing a more difficult game than the Americans are: Unlike Americans, who chose to elect a billionaire pedophile as president who withdrew from the Paris climate agreement, we want to have electricity without making the Earth uninhabitable for future generations. That’s possible, but it’s not easy.
So, can we Europoors just increase our electricity generation during these summer evening heatwave peaks during which we will all want to use our air conditioning? Well, that’s not easy. There’s a reason our electricity supply in Europe still tends to be ~52% fossil fueled during summer evenings. Solar is not available during these evening peaks. Wind is not available during these evening peaks either. Nuclear could in theory be available, as it is baseload capacity, but it’s of course not economically viable to build reactors just to have low-carbon electricity during a few evenings in summer every year.
If you want to boost electricity production during summer heatwave evenings, you need something you can turn on at will. In practice that means we would just find ourselves burning more fossil fuels and/or biomass. We want to move away from fossil fuels and biomass usage for electricity is inevitably going to have to be limited if we don’t want to compete with other uses for biomass.
I don’t think we’re going to stop the widespread use of air conditioning in Europe anymore at this point. In 2023, 13% of Germans owned air conditioning, in 2024 it was already 19%. We’re going to end up like the Americans, with a population that uses air conditioning at a large scale. The effect that has, is that we’re going to recarbonize the electricity grid. We’ll find ourselves simply needing to start using more fossil fuels again, to deliver sufficient electricity during the summer evening and nights, as the normies have their air conditioning on.
The green transition always was going to have to involve moving electricity demand to periods when we are actually able to generate renewable electricity. If we decide to all buy air conditioning, what we’re effectively choosing is to do the exact opposite: We’re choosing to increase our electricity consumption during the exact period when we can’t generate sufficient renewable electricity.
I know what my family chose. We don’t want to become like Americans, which is a fate worse than death, as it means losing your dignity as a human being. We want to stay Europeans. We would unironically rather die in one of the heatwaves with our dignity intact than buy air conditioning. I’m a flawed and ungrateful man, but I do try to be grateful towards God, for sparing me from the indignity of having to be an American.
Just run the AC from solar. This is what I do (primarily because on the island there is only diesel gen-set power which costs a fortune and is only really used for street lighting and public facilities). Everybody has Chinese solar and battery systems and Chinese AC to match. My Chinese solar, battery and AC supply and installation was 45k USD. A bargain for 27 kW of solar generation, 65kWh of battery storage, 14kW of AC capacity and 18kW of on-demand AC power delivery.

Oh, and P.S. – my system uses a ground loop for cooling the condenser circuit. I only heat up the groundwater table. Gas-to-air transfer is too energy inefficient. Gas to a water cooling loop is much better.

We don’t typically need air conditioning where I live but we do sometimes have serious heat waves, and I have to keep my father in law cool since he is 101. We have a stand alone cube freezer. During the summer I keep it half full of gallon plastic milk jugs that are full of frozen water (the rest of the space is full of food). I think the freezer is 3.5 cubic feet, and so it could hold 12-15 square gallon containers if it were dedicated to freezing water. When it gets to be very hot (on occasion 102 degrees), along with putting reflective material on the outside of the windows, I set out a frozen gallon next to my father in law with a fan blowing on it and then on him. It is very cooling. Stand alone cube freezers use very little electricity. Yeah, I feel kind of dumb that I never did this. The thing is is that in order for it to work you have actually have the ability to make ice. Which could be a significant limitation for some people. Yes, you have to have electricity. Rintrah had said fans were okay, so I was assuming ice was an option. His big constraint is not having electricity at a particular time of day, and my system solves that. There is such a thing as a swamp cooler; we have tried that. It is suited to dry climates. It is very cheap and it is basically a fan blowing over an internal basin of water; that cools the air it flows over. It is safer than a regular fan blowing over bowl of water since you won’t by accident have a fan falling into water (using frozen jugs also prevents that risk). The problem with a breeze over water is that it humidifies the air. We tried that when we had an elderly dog and it turns out that really humid air can caused our other dog to have ear yeast infections, so we had to get an air conditioner for a period of time. Yeah, I know about the swamp coolers, I’m in the desert Southwest, but the thing is they don’t really work well in the summer, because that’s when we have the monsoon season, and so the humidity is higher and they don’t work well in those conditions. Also, I can have my AC replaced, but my lease is up for renewal soon, and I don’t want to give them a justification for raising the rent higher than they would otherwise, so I’m holding off. But I really don’t like air conditioned air, and I can’t even have it on when I’m sleeping because I wake up with sinus problems from it, so I’m definitely interested in exploring alternative methods of cooling the air.

I think the issue isn’t about whether it actually COOLS, but is more so about how efficient it is versus regular AC.
You have to have the ability to make ice. If it’s 110 degrees outside, and 90 degrees indoors, how fast does that ice melt? And even with the cooling effect, maybe it would lower the temp to 80 degrees indoors, I wonder how long would you be able to keep up with demand? And you would have to look at the energy used in making ice and powering the fan, vs. an actual air conditioner, which maybe wouldn’t be very significant if it was only temporary over a few days, but if it went on for months it could be another story. And would you be able to do so during a power outage, or completely off grid? I’m not qualified to answer those questions, but it’s something to consider.

Charlie, the only way to test your hypothesis is to test it during a heat wave, where the temps exceed 100 degrees F for a prolonged period of time, If you are not in those conditions your theory doesn’t carry much weight.

Look, I have actually done this thing. We have heat waves here; it gets up to 102 a few times during the summer. For a period of time years ago I had an A/C and using it tripled our electric bill. Presently I use frozen water jugs; doing so does not noticeably affect our electric bill. It takes about three jugs a day to make a difference (window coverings are also crucial). These heat waves last 3-5 days. And it cools down at night. If the heat waves lasted longer I would get an A/C for the old person (it wouldn’t be easy due to our window design). It just depends on your situation. If you live in a desert and it is continuously hot, of course you wouldn’t want to be swapping out ice water jugs constantly. If you are just trying to get by until your lease is up and don’t want an A/C to mess up your rent, then presumably it is worth trying. Of course ice needs to be kept cooled to be kept frozen; that is why it is in a freezer. However, the insulation of the freezer is very effective. A full freezer will keep ice frozen for 48 hours if unplugged, if not opened. If opened it is more like 24 hours.
I have a Bluetti power cube (which has solar panels, which I haven’t used). If the power went out I could run the freezer using that. I couldn’t run my refrigerator with it, because a fridge uses a lot more electricity, but I could run the freezer with it.
We keep the cube freezer in the kitchen, not the bedroom (which is the room that needs to be kept cool).
Also, you’re in San Francisco, not really a hot place, and I know you do sometimes get heatwaves, but your climate is like the UK, so, this is an important point about the freezer method of using ice and fans, it may only be useful for a limited range of climatic conditions, and won’t work everywhere. Yes, I was describing a set up that a family or individual in Europe could use for intermittent heat waves. It is true that standalone cube freezers are very cheap (a 3.5 cubic foot one is $150 at Best Buy), but if a person is a renter in the U.S. it would be a pain to haul one around. You would need to see it as something that you would give away or try to sell when you move.
I think that the power saving (plus the ability to save money on food due to the extra storage) could be worth it even for a U.S. renter, but a person would have to check his own situation.

You would need to use it too much of the time; it would be a big pain and you would need to freeze a lot of jugs. Humans aren’t really meant to live in desert climates; they are hazardous; I think AC is the answer there.
However, I would be curious to know your opinion of how well the jugs work as a stop gap. It is a very nice cool breeze.
One consideration is that it could be a backup for cooling if you have a power outage. So you could have it in addition to an AC. You can run the freezer plus a fan via a power cube that is charged during the day via solar panels (so far I have only used our Bluetti power cube to run my father in law’s lift chair and hospital bed during outages, but it could run the cube freezer). However you are a healthy adult and don’t have dependents so you don’t need as much back up as I do.

The frozen water bottle system is basically a mini swamp cooler that works much better in dry desert environments than places with high humidity, such as Alabama.
But it doesn’t work like a swamp cooler. A swamp cooler is an evaporative cooler. It works by using a breeze to make water evaporate; the water absorbs heat from the air and a cool breeze is created.
A swamp cooler makes the air humid. That is why I can’t use one; I can’t have humid air (due to dogs).
My system does not make the air humid, since the water bottle is sealed.

Okay, sorry to bore you all, but just wanted to report that I was able to test out the frozen water bottles with the fan hack, and can report that it didn’t work. It took almost 24 hours to freeze the bottles, and I placed three frozen water bottles in front of a medium sized fan on top of a table about a four feet away from me. Within the first 5 minutes the ambient room temperature cooled from 86.7 F to 86.5, and within 30 minutes it dropped about 1/2 a degree, and then it went back up again, and the water bottles were completely melted within an hour. The air blowing over the bottles was slightly cooler, but wasn’t significant enough to justify going through the trouble, and I actually found misting myself with cool water while sitting in front of the fan offered significantly more relief. Of course there are many factors involved which could influence the performance of the ice and fan method. Perhaps I didn’t use large enough bottles, or didn’t use enough of them, or perhaps the type of plastic makes a difference. Also, I wouldn’t buy a standalone freezer just to be able to generate more ice to cool my home. When I use air conditioning I’m conservative with it and have it set higher than other people might find comfortable, but it only raises my bill a maximum of $20 more per month, and only use it between May and September, where it is consistently above 100 degrees F everyday, so that’s like a $100 a year for air conditioning. I know people living in tiny apartments in my area who are paying $300 dollar electric bills, but they have it running 24 hours a day and have it set for 70 degrees, while I only run it for a maximum of 8 hours at 82, and my bill rarely exceeds $100 a month. I don’t really like air conditioning though so am trying to use it less.

They were small 16 oz bottles. I chill all my drinks in the freezer, and there is no room for an extra gallon to test out for this experiment. I know it’s not supposed to cool the room, but I thought I might as well test the room temp because I have a digital thermometer in my room anyway. I also mentioned that I didn’t feel any relief, meaning it didn’t cool the person, and probably it’s because the bottles were too small, but I found instructions online that mentioned that using small water bottles would be sufficient, but I also found that misting myself with cool water was more effective. My window faces the north, so it doesn’t get Southern exposure, and where I live it’s a lease violation to put reflective coverings over the window that would be visible outside, even though that’s insane, they also like to over-trim the trees so we don’t have any shade, which seems to be standard operating procedure in the entire city, it’s to cut down on landscaping expenses and not getting sued from fallen tree branches damaging people’s cars. We are all paying for the data centers energy expenses, they secretly bundle it in all of our electric bills under Other charges. Civilised people living in desert and high summer heat regions have long used ‘passive’ methods to stay cool.
